The multipliers are as follows:
1. If the address balance has 1 – 4 SHAKE, then the multiplier is x1
2. If the address balance has 4+ – 10 SHAKE, then the multiplier is x4
3. If the address balance has 10+ SHAKE, then the multiplier is x8
